Museum Plaza Caught in Power Struggle

The power struggle between some of the democratic leaders in the house spilled out into the open on Thursday.
As most capitol insiders know, Larry Clark and Jody Richards have been battling it out behind closed doors for most of the 2007 session. But now budget committee chairman Harry Moberly is getting in on the act. Moberly refused to hear a bill designed to help Louisville developer Steve Poe build his huge Museum Plaza and hotel complex in Louisville. The bill would set up a tax increment financing (TIF) district around the new structure to help pay for it. Poe and his backers, along with opponents of the TIF bill, showed up for an A and R meeting Thursday afternoon, waiting patiently for their turn to discuss the legislation. But Moberly refused to call it up for a hearing. Moberly has told Louisville legislators and Museum Plaza's sponsors that he favors the financing plan. The chairman told reporters after the meeting that he supports the project and may have been moving the bill too quickly. Moberly said members of the committee needed more time to understand the project and its financial ramifications. But according to several sources, Moberly may be mad at Clark, who's the main legislative supporter of Museum Plaza or he's upset about what he views as house leaders interfering with his running of the budget committee. I couldn't reach Moberly Thursday night for a comment. But the fracture in the ranks of the top democrats in the house doesn't bode well for the upcoming battles and horse trading with the David Williams-led senate.

Mark, is there any overlap or conflict between Museum Plaza and the arena? Both include hotels at a time when our current hotels are operating at only 55-60 per cent capacity. (A new luxury hotel also is being planned at the Fairgrounds. Will they be in the same TIF district? Will the arena be financed partly with hotel room taxes?
