A cursory review of the list of eliminated positions in Mayor Jerry Abramson's budget shows the breadth of the 119 layoffs and 400+ vacant positions that will remain unfilled in the plan. Layoffs range from a $73,500 per year Assistant Director of Neighborhoods to $11,000 per year part-time zoo workers. The list was provided to me with these caveats from the city: · The savings listed are only for salaries. The total savings, including benefits, is about $5.5 million. · The positions with no salary savings listed are positions that were vacant for all or part of the current fiscal year, so we've already captured those dollars in the current year. · If a position is eliminated, it doesn't necessarily mean the person in that job is the person laid off. Union collective bargaining agreement and civil service rules allow senior people to "bump" less senior people within a certain job classification. (For example, if you eliminate a foreman position, the person in that job might elect to "bump" down to a crew position and the person in that job would be laid off.) · Finally, we are providing all laid-off employees with career counseling help, priority consideration for interviews for openings and extended health care benefits following the federal guidelines. 2 CommentsLeave a comment |

There are several positions with funding sources marked "Pass Thru Federal". How does that work exactly? Does it mean we lose those federal dollars, or are they using them for something else?
If it's truly a 100% pass-thru, why eliminate the positions?
I guess I had no idea that an "Assistant Director of Neighborhoods" made $74k. How much does the DIRECTOR make?
