A federal grand jury in Lexington has returned a criminal indictment against Gov. Fletcher's Transportation Secretary Bill Nighbert, eastern Kentucky road builder Leonard Lawson and Lawson company employee Brian Billings in connection with a federal bid rigging probe. The indictment claims Nighbert got more than $67,000 from Lawson in return for supplying the road contractor with confidential bid information. Lawson is also accused of giving $20,000 in cash to former state highway engineer James Rummage for similar inside bidding information. Billings is accused of meeting with Rummage after news of the federal probe became public, and trying to convince him to switch to an attorney paid for by Lawson. He's charged with obstruction of justice. The indictment also claims Rummage and Lawson engaged in phone calls that were secretly recorded by Rummage, after he'd agree to work with the FBI. You can check out a couple of the quotes from those phone conversations by watching my story. Nighbert's attorney Howard Mann said "I find it interesting Mr. Rummage was not indicted. He must have cut a sweet deal." Mann says Nighbert will plead not guilty. Billing's attorney, Kent Wicker, says he's "disappointed" that his client was indicted. Wicker says Billings worked hard on bid estimates for Lawson and never saw any evidence of inside dealings. Lawson's lawyer says he did his own investigation and found no "credible" evidence that Lawson did anything wrong. He says Lawson got road contracts "fair and square" and denies any wrongdoing. |
