As a follow up to my posting last night about the problems with the 2008 Legislative session and both chambers "sitting on" bills until the last three days of the 60 day session, one reader pointed out something interesting. Nine different House bills were passed by both the House and Senate and signed by the House Speaker in early March. But Senate President waited two or three weeks to sign them himself and send them to the governor. House bills 36, 83, 88, 110, 139, 259 and 373 passed both chambers and were signed by House Speaker Jody Richards on March 7. Richards signed HB 321 on March 11 and HB 233 on March 14. It usually takes anywhere from a couple of hours to a few days to get the opposite chamber's presiding officer to add his/her signature and send the bill to the governor. But Sen. Williams waited until April 1st to sign 8 of those bills and signed the other on April 2nd, the next to last day of the legislative session. I'm not sure what that means other that it would shoot holes in any argument from Williams that the last minute confusion and logjam of bills was mostly the House's fault. |
