By the end of the day today (Monday), Kentuckians will have two very different and distinct budget plans to look at. The Senate will be passing a budget with no new taxes and big cuts to higher education and social services. The House has already passed a budget with a cigarette tax hike and flat lined funding for higher education and most social services. Working out a compromise in the conference committee won't be easy and has led to plenty of talk of another legislative session ending without a budget.
