Governor Steve Beshear and Democratic House leaders are promising one final push to get a casino bill through the House early next week. After meeting with the lawmakers, Beshear says the strategy "will become clear" in the next few days. He didn't elaborate but did say the current casino bill, which offers no guarantee of licenses to horse tracks, will likely be the version that will be pushed. But Beshear indicated that he and House leaders are doing head counts on various options to see which version of a casino bill might get the most votes. House Speaker Jody Richards believes the head count is somewhere in the 50s. 60 votes would be needed to pass the constitutional amendment in the House. Beshear says he's not trying to jump start the casino bill to use as leverage in trying to get the republican-led Senate to approve an increase in the cigarette tax. Richards says he fully supports a move to push hard on the casino bill "because we need the money." Richards says noone in his house district has expressed any interest in building a casino in Warren County. THE STAFF MEMBER SAID HE WOULD ADVISE THE SPEAKER?
Speaker Richards, please note the phone calls regarding the information, coming from” contact your assembly member” includes the names of those that are opposed to the CASINO ISSUE, as well as those that favor. The feedback you are getting from KEEP on this issue is not valid.
I am not aware of an legal action taken toward KEEP at this time, but their work in trying to influence the outcome of this issue, may just be going beyond the law.
Again, the information you are getting from the article below includes both the pros and the cons of the issue. The results are being sent to you as ALL PRO for Casinos. And, that . . . Mr. Speaker . . . is deception.

DESPERATE:
It seems KEEP-- the HORSE LOBBY-- can not find enough stand up support their their amendment, so they resort to MISINFORMATION. READ THIS….
A few weeks back, KEEP sent out 400,000 direct mail pieces urging voters to call their legislators about casinos. The number listed on the mail piece though was NOT the legislative message line. Rather, it connected to KEEP, who then cataloged the personal contact information of whoever called in, casino supporters OR opponents. They are now sending letters to legislators attached to lists of their constituents and suggesting that their constituents want them to vote yes on casinos so “the people can decide.” The lists include people who called in opposition to casinos, but are being portrayed as supporters of “Let the People Decide.”
KEEP it seems is misusing the contact information of people who thought they were calling a number to voice their opposition to casinos.
I would say this takes away from the CLASS OF THE HORSE BREEDERS AND OWNERS who, if asked, would not agree their name could be used for such a purpose. The idea here is: If the Casino Amendment fails this time, then KEEP will have a huge problem collecting money, when they decide to take on this amendment again.

What a double standard here The only project Speaker Richards wants in his district in the Peabody project, which, with his support passed. But now the Federal Government has pulled the plug on SYN FUELS from coal.
Way to stay on top of the market, Mr. Spaker.
Now, you don't want Casinos for your district but for the remainder of our COMMONWEALTH, it's OK.
What a double standard and misguided play.
