Louisville Lawmakers Divided on Current Casino Bill

Only half of Jefferson County's 18 House members say they'd vote for the casino bill as it is currently written. Here's the story I did today after polling all of the Louisville House members today or relied on their previous votes and statements to come with this list:

Yes: Burch, Firkins, Horlander, Jenkins, Marzian, Meeks, Miller, Owens, Riggs
No: Bratcher, Brinkman, Crimm, Deweese, Osborne, Riner

Larry Clark: No Comment
Jim Wayne: Abstain (contract with Churchill Downs)
Weston: Undecided

Those numbers won't get any casino bill passed. But at least two of the "no" voters, Deweese and Osborne said they could vote "yes" if the casino bill provided some protection for Churchill Downs and the horse industry. In other words, they might be able to support the bill that Larry Clark and Rob Wilkey are pushing, guaranteeing that horse tracks get up to five of the 9 casino licenses. The current legislation provides no guarantees for the tracks.

Maybe before the track supporters get into an all out dog fight over this bill, they should propose how they are going to provide the tax revenue lost if it is defeated. This is free enterprise. If your business practices are sound, bid for the licenses and win them on an even playing field with other bidders. Do you trust the integrity of a gaming operation that has to stack the deck to get the contract to begin with?
