House Appropriations and Revenue Committee chairman Harry Moberly is proposing a bill to make the gross utilities tax a statewide tax, set at 3%. That would affect about 19 counties, most notably Jefferson County, which doesn't have a utilities tax now. Joe Arnold is doing the story for WHAS 11's late news Tuesday night. Moberly's bill means Jefferson Countians would pay an estimated 60 to 75 million dollars more in taxes each year with almost all of it going directly to the Jefferson County school system. According to one lobbyist, Ford and UPS estimate that they'd be forced to shell out $1 million/yr. each if the statewide utility tax is passed. The bill wouldn't affect counties like Fayette County, which already assess a 3% tax on all utility bills. Moberly's bill attempts to make the tax system more uniform statewide. But it doesn't take into account that Jefferson and other counties that don't have a utility tax, do have other forms of taxes like occupational taxes, to help fund the schools.
