It appears house leaders have felt some of the heat from their move to gut the social workers bill earlier this week. A committee substitute of the legislation is up for discussion again in a house committee at noon on Thursday. Apparently, house leaders have agreed to put some money into the bill, perhaps about two-and-a-half million dollars to rent or buy safe places for social workers to meet with emotional, broken family members. That's only part of the legislation and funding requested by the Fletcher administration. The main chunk of the bill called for more social workers to be hired. House Speaker Jody Richards and others are right when they point out that the Cabinet for Health and Family Services was bragging about its cost cutting and the fact that they didn't need any more social workers or other staff back in 2005. That was before social worker aide Boni Frederick was murdered. But if there's a case to be made for opening up the budget for "emergency" needs, this request may be at the top of priority list. But if they do fund the "Boni Bill", house leaders will have to figure out a way to say "no" to every member with a pet project. That's the box Governor Fletcher is hoping to put lawmakers in as he attempts to spend the phantom $401 million projected budget surplus. |
