I was going to write about the far reaching impact of the legislature's proposed ban on state agencies extending health insurance to domestic partners, but Larry Dale Keeling of the Lexington Herald-Leader beat me to it. Here are his comments on his blog: Turns out the ban on insurance coverage for domestic partners may have far more extensive impact than it first appeared. The language of the bill suggests that it would affect every state, county and city employee in the state, as well as all teachers and all retirees covered by the state retirement systems. And the definitions in the bill suggest that it wouldn't just ban coverage for domestic partners. The clear language of those definitions indicates that any public employee or retiree who is a grandparent serving as a guardian of minor grandchildren they are raising would not be able to obtain health insurance coverage for those grandchildren through the state or retirement system plans. Similarly, any public employee or retiree raising a sibling's children would not be able to get insurance for them.....KyKurmudgeon (Keeling) HEBERT ADD: The bill that was passed by the state senate is clearly aimed at the University of Louisville (which already offers domestic partner benefits) and the University of Kentucky (which is considering a similar move). But it also appears to impact at least two private universities who offer employees the same benefit, Berea College and Centre College. The way the bill is broadly written seems to include any school that gets money from any state agency. That would include the Kentucky Higher Education Assistance Authority, from which nearly every college, university and two year school in Kentucky gets student money.
