Need help with rumors

Hey readers, how about some help separating fact from fiction on these rumors:

Rumor: The legislature's failure to pass legislation that would codify the Local Tax Increment Financing (TIF) districts for economic development projects was a Larry Clark special. Rep. Clark has made no secret that he doesn't like the prospect of a $350 million arena on the waterfront. Administration officials believe it was Clark who scuttled HB 422 which would set parameters on the local TIF district that would help finance the arena. Clark says the bill was confusing, loaded up with other projects and the TIF bill can be done in 2007 before bonds are issued for the arena, the $380 million Museum Plaza project and others.
Rep. Bob Deweese of Louisville (an arena supporter) agrees, saying he agreed to torpedo that bill because it was loaded up with questionable TIFs all over Kentucky. And there were questions about its impact on property taxes for the rest of Jefferson County. So was Clark pulling a fast one to try and kill the arena or was it a good decision made by the House? Help me.

Is former Republican Party Chairman Ellen Williams wanting or willing to be on a G.O.P. gubernatorial ticket next year?

It's mid-April, why haven't I seen a single ad, or heard a single ad for Andrew Horne or John Yarmuth? Did I miss it? Is Horne low on cash and Yarmuth afraid to spend it? The Democratic primary is May 16.

How about an Ernie Fletcher-Robbie Rudolph ticket in '07?

Sorry but I don't know how a TIF works...Does it take money from me, the Tapayer? Can it take away from other entitites (such as a school board) that needs tax money?
