Can't fire the State Police so someone has to be the fall guy.
That's nice of Gov. Carcieri after being a half a world away!
Instead Carcieri should step down as Governor as he was elected to govern the State of Rhode Island and not go on useless diplomatic missions to countries that have no official ties to Rhode Island.
