Toy industry giant Hasbro Inc. of Pawtucket is finding it hard to recruit out-of-state workers because of Rhode Island's high taxes, company chairman Alfred J. Verrecchia said.

"Taxes are a disincentive, particularly property taxes," Verrecchia said at a State House meeting today.

The combination of high income taxes and property taxes, high housing costs, and a quality of education that is "significantly lower" than in some other states "makes it very difficult for us to recruit," Verrecchia said.

His comments came as a state panel met to discuss possible reforms of Rhode Island's tax structure.
