Phearin Rot of Providence waits in Providence District Court this morning to be arraigned on charges related to the murder of another teen.
PROVIDENCE -- A 15-year-old Providence youth was arraigned as an adult today in the shooting death of another teenager during a dispute over a $10 bill for hair braiding.
Phearin Rot, 573 Union Ave., Providence, was 14 when Jamont Richardson, also of Providence, was shot June 28 on Smith Hill.
Phearin's case was waived out of the Rhode Island Family Court and into District Court at the request of the Rhode Island Attorney General's office. The attorney general's office cited the severity of the crime in requesting the transfer. Phearin continues to be held without bail.
Phearin was charged with murder, conspiracy to murder, using a firearm while committing a crime of violence, and possession of an unlicensed firearm.
Phearin's older brother, now 18, also faces charges in connection with the 14-year-old Jamont's death, but his case is still pending in Family Court.

The police say the problems started when a friend of Jamont did not pay for his hair-braiding session. The hairdresser, a 17-year-old, called her cousins, Phearin and his brother, to get the money, according to the police.
A fight between several teens ensued on Goddard Street, Smith Hill, and Jamont was shot.
An assistant Attorney General during today's arraignment said that Phearin shot Jamont in the face.
Phearin did not enter a plea this morning in District Court, Providence, because Superior Court has jurisdiction.
Chief Judge Albert E. DeRobbio noted that the case is being sent to the grand jury for consideration. He ordered that Phearin continue to be held.

All murders should be punished to the fullest extent of the law - regardless of their age. However, I am REALLY tired of supporting their bad choices. Bring back the death penalty. It may take a few years but I firmly believe that the death penalty will reduce crime

I hope this kid rots in jail. I mean how can someone kill another living being for a meager 10 dollars. Its just beyond belief that someone can do this.

I believe that he should not be charges as an adult and take life cause look what happened to the guy that shot the cop he did life. The cop is just another human being just like everyone esle. he shouldn't be treated no other way. This little boy took his punishment like a man and he is sorry for what he did. If it was your child would you want them to be in jail for life? No is probably your answer and you probably thinking about it too.... He should only get 3-7 years the most....

He should be tried as an adult, as a matter a fact, he's lucky to be alive. The kids in providence don't care and if he were on the street, most likely someone would retailiate and shoot him. He's better off being locked up!!

This 15 year old boy made a choice. He chose not to think of the long term consequences, not only for himself, but for everyone else,as well. Consequences that come out of "Criminal Addictive Thinking and Behaviors" are always going to be long term, and negative in nature. If one is able to think then one has a responsibility to yourself as well as others. Age should not be used as an arbitrary demarcation line to decide who should or should not have to accept responsibility for their own actions. If you Do it, then own it.

I think that boy have thought before he did. And which he didn't. He deserves to be in jail. He should have never done what he did. I think that boy should get the same punishment as an adult would. The boy should have known better. I mean over 10 dollars. That is stupid and just plain old wrong. It don't matter how old you are you should the same punishment as everyone else. And what that woman said 3-7 years. Bull. I don't think so. I think he should get life in prison. Because he should not get that little. He killed another human being don't you people understand that. You can't bring that person back to life. He killed another human person who did not see what his furture held for him. He can't now because that 15 year old boy took that away from him. And he should be in jail in a cell and never let out. He should spend the rest of his life in there. You took someone elses life away. For something stupid. And for taking that persons life I think that he should do the time for the rest of his life and rot in a cell. He needs to be in there just like every person that kills someone.People should not care if he is sorry or not. Its done and he deserves the punishment. And I don't think the death penalty will do anything. I think that he should rot in jail for the rest of his life. He should not get no less then that. Yea hes a boy. BUT HE SHOULD HAVE KNOWN BETTER. but guess what he went to go get that gun and shot that kid in the face. That right there is just cruelty. He belongs in hell.(Jail) for the rest of his life. So, the people that say he should get 3-7 years is just as stupid. Because he did a big crime. You have to think about that. So, I think that I don't care how old you are you should get life in prison for killing someone. Without parole. And he is respondsable for his own actions.

While I understand the need to hold people in our society responsible for their actions, I also believe society as a whole must be held responsible for its inaction. How sad and pathetic is it that we have failed our children so much that we have no choice but to lock them in cages? Do you honestly believe that this boy, after being locked away with grown criminals (who will probably abuse him relentlessly), will emerge a useful and contributing member of society; think again. We're locking away a seriously troubled kid, and getting a monster in return. Sadness is all I can feel for this horrible state of affairs in our nation. Incidentally, I find it interesting that no caucasian child ever charged with similar crimes has ever suffered such a fate; not that that would make it any more acceptable.

ARE YOU KIDDING ME? you're right , the answer is NO , i wouldn't want my child in jail for life. On the other hand , my child would never shoot someone in the face. And , for the record , if my child were to MURDER someone else , then , yes they should go to jail for life.

Get a clue people , the reason these things happen is because of all you bleeding hearts. Had the criminal justice system been harder and tougher on these degenerates , and stop slapping them on the wrist , we might have a lesser crime rate among children. Anyone educated about natural human development (behavoral, cognitive and neurological) would know what (if anything) is wrong with this legal proceeding and why (or why not). Too bad the most most vocal people who typify the self-righteous American masses— are also the most ignorant.
Blindly incarcerating children as adults (age 14 does not equal 18 or 21) is a dangerous precendent which transcends race, ethnicity, socioeconomics, culture and crime.
American jails are filled with grown men who have killed for far less than $10 and with full brain maturity. The Projo sadly, (but as usual) skims the facts of the circumstances, elevates the victims to sainthood and neglects to ask, let alone answer— any questions to illumiminate the story's relevance to readers.
