According to the study "Austin happens to be the only market on our list that is genuinely close to healthy." Builder Online publishes this study every year and looks at housing prices, population growth, as well as the cost of living. Texas took the top five spots and North and South Carolina also had several in the top 15. It found that despite home prices declining this year, 4.6 percent through September, the population has grown 4.3 percent during the first half of 2009 which should add housing demand and help firm up home pricing.
