Before the Senate can move forward, it must adopt its rules. But that's taken longer than expected. (Burnt Orange is liveblogging this.) At issue - the longstanding two-thirds rule in the Texas Senate that requires 20 of the 31 members approval to bring a bill to the floor. Republicans want to exclude the hot-button issue of voter ID from that rule. Democrats are attempting to parliamentary-inquiry-it-to-death on the Senate floor right now.
State Senator Tommy Williams, R-The Woodlands, came forward with the resolution to exclude voter ID from the two-thirds rule. If successful, the lawmakers would be able to pass that controversial legislation with just a simple majority of 16 members. (The partisan split right now is 19Rs, 12Ds. Ostensibly the measure would pass with a simple majority, but it hasn't been able to pass under the two-thirds rule.) |
