St Louis County Park Rangers are spending a few hours a day, everyday handing out flyers to cyclists and skaters - warning them to slow down. This effort comes on the heels of a pedestrian/cyclist accident on Tuesday. Rangers also say that they're getting more complaints about recklessness on the trails around Creve Coeur County Park. The "Citizen Complaint Alert" spells out the county ordinance regarding the use of park trails. The flyer also reminds park-goers to avoid riding at unsafe speeds, reckless maneuvering around others, and failing to announce passing. We saw park rangers were passing out flyers to every cyclist they could stop (whether they were traveling fast or not). Rangers told me that their main objective is to slow down cyclists. They recommend cyclists stay under 15 miles per hour. In some places (like the parking lots), the speed limit is posted at 10 miles per hour. Park Rangers say they have not handed out citations, but that could be the next approach they take in trying to enforce park rules. One cyclist asked whether other users would be required to follow trail etiquette too. The park ranger said that they would be on the lookout for pet owners keeping dogs on long leashes and those blocking the flow of traffic on the trails. 9 CommentsLeave a comment |

15 mph?!?!?! Are they serious? So, they want bicyclists back out on the street? I suppose that's really safe with no handsfree laws for drivers.
Speed isn't so much the issue as other basic etiquette which bicyclists need to follow. Announcing intent to pass, slowing down in risky situations, being courteous to others on the trails, and not riding above an individual's abilities.
It seems as though they are singling out cyclist for the main problem on the trail. I'm not saying the every cyclist is perfect, you do have those who are rude and ride to close and fast to people, but the fact is you have the same problem with some people who walk, walk their pets, run, and roller blade. I ride Grant's Trail about five to six times a week, I come across groups of people walking or running will taking up the entire trail, when you announce your presence they will move but give you a look as if you are bothering them, or they will just turn around to go the other way without looking first. Then the people who walk their pets or walk two or more pets with twenty foot leash with one pet on one side and one on the other, they will give you the same look as if you are bothering them as well, not to meantion some will leave their pet droppings on the trail. People who are roller blading will go from one side of the trail to the other. Bottom line is everybody needs to respect the rules and others to keep the trail safe, if they are going to issue warnings and tickets, let it be fair, look at everybody, not just the cyclist.
Bad etiquette on trails is just another manifestation of bad etiquette on the roads by drivers. People block aisles in stores, drive poorly on the road, they block trails whether they are riding or walking. It's just the lack of consideration that there are actually other people in the world. It's the 'me first' attitude. You see it on the water too. I won't go to Lake of the Ozarks, it's like suicide there.
Any cyclist traveling over 15 miles per hour is usually going to be more advanced than your typical daily joy-rider. I have ridden out there on many occasions and the problem is the walkers. Walking 4 wide and taking up both lanes. Walkers in one lane, pet in the other lane. Walking with out a care in the world. If I rode my bike with out a care in the world I would hit someone. If a rollerblader skates without a care in the world same would occur. I think they need to state that the trail is for “active walking”. If you want to lollygag GET IN THE GRASS. RIDE HARD = LIVE STRONG
I think they are going at this all wrong. Addressing just bike riders is stereotyping. If they are going to address the problem, then they need to address everyone. It's public saftey. How bout pedestrians crossing over the trail with out considering oncoming traffic on the trail. It's like someone walking in the middle of the street. Or how bout roller bladers crossing both lanes. The lanes are there for a reason. To keep traffic both ways separate. Or howbout pedestrians walking dogs. Many of times I have ran over leases and fallin off my bike. They can't blame it just on the speed problem. They need to address all the problems on the trail
Don't complain about 15 mph limit. In Warson Woods they have a 15 mph speed zone limit for cars along North Woodlawn Avenue which drops suddenly from 30mph to only 15mph. According to MODOT Engineering Policy Guide section 903.16.6 says no speed zone limits under 25MPH. Warson Woods can ignore MODOT and with pleasure. They have been enforcing their 15mph speed zone for years. The moral of the story they can make speeders out of grandma and collect fines too. So if the sign says 15mph then thats the law and it applies equally to bicycles.
I talked with a ranger on the phone about this yesterday when I saw this story air on channel 5 (they did a very poor job of telling the real story, glad to see KMOV was far more accurate about it.). The ranger stated that there is no actaul speed limit, the speeds they listed above are recamendations in crowded areas of the trail. They're more concered with unsafe ridingthat could lead to collisions and injuries. If you pass safely and annouce you're passing, be courteous, and don't act like you're racing in the Tour De France, you should have nothing to worry about. Bottom line, pratice proper trail ettiquette.
Why focus only on bike riders? Ticket people who who walk side by side and block the path. Ticket people who let their pets run on a long leash and block the path and challenge other walkers/bikers. Unless the tickets are enforced and people loose money for being rude, it is worthless.
I don't skate super fast, but am in the 13-16 mph range. Why should this path just be limited to dog walkers and those with strollers??? Or those crawling along on a bike or skates????? Already you can't swim in the lake with the beach!!!
