Some Notes on Flooding

It's remarkable how people can pull together when others truly need help. One home I visited in St. Charles County had dozens of people, including family, friends, boy scouts and even strangers pitchign in to help sandbagging. This family brought in 60 thousand pounds of sand to try and protect their home. I hope it works.
One interesting fact people told me about floods is the amount of wildlife that gets stirred up by the moving water. Deer will be darting into roads more frequently than normal, and small animals and snakes may be more visible. I'm also told that snakes like to hide under sandbags, so be careful when your ready to take down the sandbag wall.

My heart goes out to the victims of the flood, however, why do people keep building things on the flood plains? The goverment should help
