Maybe. Check this out, a stranger who was visiting the vatican kissed the Archbishop's ring at St. Peter's Square.
Actually, it's an age old tradition for catholics to kiss the ring of high ranking bishops and even some priests.

The bishop was gracious and told the man to make not to use the signature for anything (bad) and laughed.
