Good question. I know exactly where you're talking about moving. As far as what will happen for the "next" widening project on I-10, that probably won't happen for another 20 30 years, so by then you're kids will be in college. But when they do widen, more than likely they will knock down those buildings that you might be backing up to. The good news is that the state knows about the sound problems and you'll get an enormous sound barrier between you and the freeway that will only be good for property values, no more buildings and a little more privacy. Therefore, I would recommend that area, just make sure your house isn't on a fault line, they run through that area. Either way, if I'm wrong about the whole thing, I'll probably be dead by the time we figure that out!
