American Red Cross spokesperson Peter Teahan said they opened 100 shelters Friday, averaging one every 30 minutes.
Teahan said they could handle 100,000 people in the shelters. They are in Phase 1, which is providing shelter. Phase 2 would be food and Phase 3 would be financial assistance.
He said that they are about $1 billion short of meeting the needs for Hurricane Katrina and that Hurricane Rita could bring the same demands.
