CYPRESS FAIRBANKS --- The letter is about three pages long and it's accompanied by a chart.

David Anthony, the superintendent of Cy-Fair ISD, wrote to his employees April 9th about, "the most difficult professional dilemma that I have encountered in my 34 years in education."

Sounds serious, huh?
