Since March 1, Mayor Vance Trively's plan of putting a bounty on all stray cats has been in effect. If a resident can lure a cat and catch it, the person will get five dollars. If a cat or dog does not have a tag or collar on, the animal will kept "for a time for people to claim them." If they are not claimed, they will be euthanized. Randolph City Councliman Allen Wendland said, "Either people keep their cats in or like dogs, if they keep 'em under control we shouldn't have a problem, it's just the stray ones and cats propagate quite frequently." Community members also have gone on the city's community web site and called the bounty plan inhumane and stated it is dangerous to family pets. I've been reading a lot of different opinions on this. One story that I read pointed out the fact that there could be a lot of injuries to both the human and the cats because of improper handling. Also, people could turn in other people's cats just because they don't like cats, or that particular cat. I don't agree with this. I think that they should have a TNR program implemented. Owners should be responsible and have their pets spayed/neutered. If they don't do something like TNR or owners have their animals S/N, it will happen all over again. Spay & neuter is the key! Just taking the cats and killing them is only a temp. solution. It won't completely solve the problem.
