I'm sorry about the small size of these pictures, and I've asked for larger ones, but if you look hard enough you can see the sad condition this poor dog is living in. He has a padlocked chain around his neck, and he's living in the back yard. Here's the information I received: "The...dog is an intact male who has lived on a chain with a padlock for the past two years (since he was a puppy). The owners are willing to release him if Jane, the good Samaritan, can find him a home. According to Jane, he is very sweet. He seldom has enough water but there is an elderly neighbor that brings him water. Jane does not have a securely fenced yard and is unable to take him and would like for someone in rescue to help this guy. She is willing to donate $150 to any group that will take them into their program. Please contact Jane at 817-923-2193 or e-mail to marylynnr@sbcglobal.net." Has anyone called the SPCA or filed a complaint on this...they actually went out once to check on a similar situation for me!
I forwarded this story to every animal person I have an email address for. I pray this sweetie gets out of there!

I agree with mkm and Sheila. I highly encourage Jane to contact the SPCA right now and see if they can rescue him - particularly if the owner is willing to give him up anyway. Given that it appears he's been neglected, I'm sure they can help. I wouldn't wait to see if somebody can take him in - he's lived in those conditions long enough. Please call the SPCA!
The owners of this dog should be given the same treatment. I wonder if they might think it's cruel? Please call the SPCA. I'm sure his vacinations aren't current. Harris county requires rabies vacinations. This is another example of why just anyone shouldn't be allowed to own a pet.
Why has this situation been allowed to go as long as it has? Why has not the SPCA responded to this situation of cruelty to an animal? Why has this dog not been removed long before now?
Also why did this so-called owner get this dog if they were not going to take care of it properly? Perhaps a chain should be placed around their neck for a few hours with no water and let them see how it feels.
I emailed the address given in the blog and I was informed that the reason the SPCA has not been called is because the person that took the pictures does not want the dog put to sleep in the shelter which is why she will not give her location. This situation seems like a Catch 22 situation to me.
By the way, this dog is in the Dallas/Fort Worth Metroplex.
Please clal SPCA - This dog should not have to live like this one more single day. I would take him but I already have two rescue dogs. Please, whoever knows where this dog lives, call SPCA NOW!!!!!!!

You sure don't want to come to Bay City, TX because the Dog on a chain is the norm here, people must have that cute puppy and when the cuteness has worn off it is a life time on a short chain.

But I do agree, Texas isn't the best place to expect the SPCA to come riding in on a white horse.
People need to be educated and lawmakers need to make this illegal. (PA has recently enacted legislation about chaining dogs!)
