People who treat animals in this fashion have no soul, and individuals who commit animal cruelty of this nature almost universally move on from animals to people (Jeffrey Dahmer comes to mind). Let's get a strong animal cruelty law on the books so we can get terrors like Mercy's torturer off the streets for life.

you torture an animal and then you pay $250 and you're out a free man. c'mon people, what's wrong with our world.
